Voice agent or WhatsApp assistant: which suits a driving school
A voice agent answers the phone; a WhatsApp assistant answers in writing. We build WhatsApp assistants, so we say so up front, and this comparison tries to be fair: some driving schools live on the phone, and some are best served by both. It is written for driving schools in Spain, where nearly every internet user is on WhatsApp: when each one fits, the limits of each, and a table to help you decide.
What each one does
An AI voice agent answers calls with a synthetic voice: it understands what the caller says, answers from your school’s information and can pass the call to a person.
A WhatsApp assistant answers in writing on your WhatsApp Business number, connected to Meta’s official API: it answers from your information, receives photos and documents and hands the conversation to a person in the same chat.
Both depend on the same thing: your information written down. Opening hours, enrolment documents, lesson rules and how you give test dates, as we explain in the guide to the driving test waiting list in Spain. Without that, neither answers well.
Answers the phone, by voice. Good for the quick things.
Answers in writing, on your number. Receives documents.
The dotted line: a call that carries on in WhatsApp when a document or a written answer is needed.
When a voice agent fits
- Your school lives on the phone. If most questions arrive by call, a voice agent picks up the ones that go unanswered today while you are teaching or closed.
- Your callers would rather talk. If many of the people who call are older or find writing hard, asking them to type puts a barrier in their way.
- The questions are quick, yes or no. “Are you open on Saturday?”, “Is there a theory class this afternoon?”, “Do you teach the motorbike licence?”. One sentence answers them, and nobody needs them in writing.
In those cases, voice is not a lesser version of WhatsApp: it is what the person wanted to use.
When a WhatsApp assistant fits
- Enrolment involves documents. The DNI or NIE number, a photo of the document or a signed form your school asks for arrive in the same chat as the question, typed or photographed by the student. The medical report stays out of it (more on that under the limits).
- The answer needs rereading. How you give test dates, the steps to cancel a test booking or transfer a file: the student comes back to them days later, with the DGT link to hand.
- The hand-over happens in the same chat. The person in the office gets the conversation with its history and replies when they can, with nobody waiting on hold.
- Reminders go out on their own. A lesson tomorrow or the test date, with templates approved by Meta, to students who have agreed to receive them.
And WhatsApp is where nearly everyone online in Spain already is: according to the household panel of the CNMC, Spain’s competition and markets regulator, 94.6% of people who use the internet at least once a week say they regularly use WhatsApp for messaging, and WhatsApp is also the most used app for internet voice and video calls (CNMC, fourth-quarter 2025 data, published May 2026, in Spanish).
The limits of each
Of the voice agent:
- It cannot receive documents. A call carries only voice: any paperwork has to come another way.
- It is harder to check what was said. You need to keep the recording or the transcript, and someone has to review it. If you record calls, say so at the start: in a 2023 report on a telecoms operator’s contract terms, Spain’s data protection agency says callers should be told at the start of the conversation about the voice recording and its legal basis (AEPD report 0030/2023, in Spanish).
- It can mistranscribe what is dictated. Names, surnames and the letters and numbers of an ID card are worth confirming with the caller.
- Passing to a person means waiting. If nobody is free, the caller stays on hold or has to be called back.
- It has a cost per use. Voice agents are usually charged per minute of call (the phone line plus the voice service). And automated calls for commercial purposes need the prior consent of the person receiving them (Ley 11/2022, article 66.1, in Spanish).
Of the WhatsApp assistant:
- It needs setting up with Meta. Connecting your number to the WhatsApp Business API takes a few steps with Meta. Verifying your business is the normal next step: you can start without it, but with a lower limit on the messages you start (Meta).
- Messages you start have rules and a cost. Outside the 24-hour window a student opens by writing to you, you can only send templates approved by Meta, to students who have agreed to receive messages, and Meta charges for each one delivered. Since 1 October 2026 it also charges for replies inside that window, from the 1,001st each month on each number: the first 1,000 are free (Meta; we explain it in WhatsApp service message pricing).
- It is not for health data. WhatsApp’s Business Messaging Policy limits asking for or sending health information (WhatsApp Business Messaging Policy), and medical centres can send the fitness report to the DGT electronically (DGT, in Spanish). If your school needs to check it, do it at the office, not in the chat.
- Some people prefer to call. A WhatsApp assistant does nothing for someone who does not want to write.
Of both: since 2 August 2026, the EU AI Act requires that people talking to an AI system are told so, unless it is obvious (Article 50). That applies to a voice on the phone as much as to a WhatsApp assistant, and both should be able to pass the conversation to a person (on WhatsApp, its policy requires a way to reach one).
Voice agent or WhatsApp: the table
| Criterion | Voice agent | WhatsApp assistant |
|---|---|---|
| How the student gets in touch | Calls your usual number. | Writes to your WhatsApp Business number. |
| What it handles best | Quick questions: opening hours, whether there is a class, which licences you teach. | Questions with steps or documents: enrolment, DGT procedures, the wait for the test. |
| Documents and photos | Cannot receive them. | Arrive in the same chat, except health data such as the medical report. |
| What stays in writing | A recording or transcript, if you keep one. | The whole conversation, which the student can reread. |
| Names and ID numbers | Can be mistranscribed; they need confirming. | The student types them; if they send a voice note, it is worth confirming them. |
| Passing to a person | The call is transferred; if nobody is free, the caller waits or is called back. | In the same chat, with the history. |
| Messages you start | Calls, if you set it up; paid per minute, and sales calls need prior consent. | Templates approved by Meta, charged per message. |
| Setting up | Connecting it to your phone line. | Connecting your number to the API with Meta and, normally, verifying your business. |
| Who prefers it | People who would rather talk than write. | People who would rather write and keep the answer. |
Both at once: a call that carries on in WhatsApp
There is a middle way that suits many schools. The phone stays the front door, and whoever answers, a person or a voice agent, handles the quick things. For anything that needs a document or a written answer, they offer to carry on in WhatsApp and, if the student agrees, send them a message with what is missing.
Because the school sends that first message, it has to be a template approved by Meta, which is charged. As soon as the student replies, the 24-hour window opens and the conversation carries on in writing, with the assistant or a person.
What we build
We build WhatsApp assistants, not voice agents. For a driving school, that means an assistant on your number that answers questions about enrolment, theory, lessons and tests from your information, explains DGT procedures with a link to the source, and hands the office anything that needs a person, with the conversation attached. We test it with real questions before it goes live.
See it in the WhatsApp AI agent for driving schools, and try it with your students’ messages in the driving-school demo. If, after seeing your questions, we think the phone is what you need, we will tell you.
