The driving test waiting list in Spain: what to tell students while they wait

While they wait for a practical test date, your students ask the same things again and again: when is my test, what is my position, why did my friend get a date first. This guide is for driving-school owners and offices in Spain, where the DGT (the national traffic authority) runs the tests: how test places reach your school, what is happening in 2026 according to each side, what to put in writing once, and how to give the same answer on WhatsApp, on the phone and at the front desk. It is useful even if you never automate anything.

The four questions that arrive during the wait

Every office knows them by heart. The hard part is not answering them, but answering them the same way every time, whoever picks up the phone:

  • “When is my test?” The student wants a date. You rarely have one until you know the next cycle’s places, so what you can give them is the step they are at and when you will know more.
  • “What is my position?” They picture a single DGT queue. There is none: places reach your school in cycles, and you decide whom to put forward within your share.
  • “Why did my friend get a date first?” The friend may be with another school or sitting the test in another province, may have found a lesson slot sooner or may have been ready sooner.
  • “Can I move to another school?” Yes, with a file transfer. If a test date is already assigned, it has to be cancelled first, and that comes with conditions.

None of them has a one-line answer. So each person in the office ends up answering in their own way, and the student compares versions.

What is happening in 2026, according to each side

Before the test there are two different waits, and it helps not to mix them up when you answer.

The first is the wait for lessons. In Bizkaia, several schools told the newspaper Deia in October 2026 how long their students wait to start practical lessons: at one, three to four weeks for mornings and one to two months for afternoons; at another, up to three or four months for afternoon slots; and at a third, about six or seven months. These are the schools’ own figures, and they also describe September as one of their busiest months for enrolments (Deia, 10 October 2026, in Spanish).

It is not only Bizkaia. In Ourense, La Región reported in October that lessons can take up to four months to start at some schools. The president of the provincial driving-school association puts it down to demand concentrated in the late afternoon, a shortage of instructors and the many students who passed the theory test over the summer; he says it does not affect every school, that it is not a structural waiting list, and that once a student is ready they sit the test normally (La Región, 13 October 2026, in Spanish). In Asturias, COPE reported in June waits of two to three months to start lessons, which a school in Siero put down to a shortage of instructors, not examiners (COPE Asturias, 30 June 2026, in Spanish). In Ourense and Asturias, according to those sources, the bottleneck comes before the test.

The second is the wait for the test. In May 2026 the DGT started a Plan de Refuerzo Operativo de Exámenes, a plan of extra tests, in Lleida, Navarra, Almería and Palma de Mallorca, and announced that it would extend it to Tenerife and Barcelona in June. In its note of 16 June it compared the number of students the schools said were waiting with the number who sat the extra tests or were on the schools’ lists for them (DGT, 16 June 2026, in Spanish):

Waiting according to the schools, and put forward according to the DGT (note of 16 June 2026)
ProvinceWaiting, according to the schoolsSat or listed, according to the DGT
Barcelona63,0001,450 on the schools’ list
Tenerife11,000575 on the schools’ list
Almería8,000630 sat
Balearic Islands8,000407 sat
NavarraMore than 6,000275 sat
Lleida5,000312 sat

According to the schools’ figures, as the note reports them, these were students trained and waiting to sit the test. The DGT calls it a “misnamed waiting list” (mal llamada lista de espera): it says the figures do not reflect students able to sit the test straight away, but students who have passed the theory test and have two years to take the practical. The disagreement is about what is being counted. In the same note, the DGT lists among its measures 130 more examiner posts on its staffing list, to reach 21 examiners per million inhabitants.

For your student, what matters is not who is right, but which of the two waits they are in.

How test places reach your school

Since December 2023, the share-out has been written into Spain’s driving licence regulation itself, the Reglamento General de Conductores: article 51 and its annex IX, added by Royal Decree 1010/2023 (BOE, in Spanish). The DGT calls the system CAPA, and its magazine explained it with examples in 2021 (Así funciona CAPA, in Spanish). Under the regulation:

  • Each provincial traffic office (Jefatura) sets its test capacity for the cycle from the examiners it has.
  • It works in cycles meant to last between 5 and 15 working days. In each cycle, every school in the province gets a turn.
  • Each school’s share depends on its pending students: those who passed the theory test (or the manoeuvres test, depending on the licence) in the last two years.
  • The share is adjusted by pass rate: each school’s pass rate against the test centre’s average, so that a high number of fails does not inflate its share.
  • Before each cycle, the Jefatura tells each school how many students it can test, and the school confirms how many it will put forward.
  • Students beyond that number are not called in that cycle. The school can list them as reserves, who get any places left over.

Schools request tests through AUES, the DGT’s online system for driving schools (in its web application with an electronic certificate, or through a web service connected to the school’s own software), or through the DGT’s electronic registry, which is also where they file cancellations and file transfers for their students (DGT online office, in Spanish).

Two points follow that are worth explaining to students: there is no position in a DGT queue, and their date depends on your school’s share in the next cycle and on how you order students within it.

What to put in writing once

Write one page, “How we give test dates”, and make it the only version. Five parts are enough:

  • How you assign dates inside the school. Who decides a student is ready, in what order you put forward those who are (for example, by the date they became ready) and when you tell them the date.
  • What affects the date. The places your school receives each cycle, lesson slots that fit the student’s timetable, and your pass rate, which counts in the share-out. That is why you only put forward students who are ready, and it is worth saying so.
  • What the student can do meanwhile. Widen their availability for lessons, tell you if it changes and keep their details up to date. And know that a passed theory test is kept for two years (DGT).
  • If they cannot attend the test. They can ask the DGT to cancel the booking (anulación de convocatoria, called anulación de citación a examen on the DGT’s online office) for reasons of force majeure. It is only granted in exceptional cases justified with documents (a medical certificate counts if it gives the doctor’s name and registration number). The student or a representative applies, at a traffic office with an appointment (online or on 060) or through the electronic registry with an electronic ID card, an electronic certificate or Cl@ve. The school can also file it through the DGT’s electronic registry, with the supporting document attached. It is free, and the DGT does not guarantee a response time. If they miss the test without cancelling, it counts as a fail and uses up the attempt. The test fee covers two attempts in total, across all the tests: after two fails, in the same test or in different ones, the student has to apply again and pay a new fee (DGT online office; procedures for driving schools; DGT; article 51.2 of the regulation).
  • If they want to change school. They do it with a file transfer (traslado de expediente) at the DGT. They keep the attempts they have left without paying the test fee again and do not need a new medical report; the transfer has its own DGT fee, fee 4.1. The file must not have expired or have a test date assigned and pending: if it has one, the booking has to be cancelled first, which is only granted in the justified cases above, or the transfer requested after the test (DGT; DGT online office). If in doubt, they can ask the DGT on 060.

Do not give dates or positions you do not have. “You are in the group ready for the test; we will know the next cycle’s places when the traffic office tells us” is a complete answer.

The same answer on WhatsApp, on the phone and at the desk

With the page written, giving the same answer comes down to three habits:

  • One text, three formats. On WhatsApp, a short message with the full page linked or attached; on the phone, the same sentences; at the desk, the page printed.
  • The same words. “Ready for the test”, “put forward”, “cycle”. If the office says “the list” and WhatsApp says “the queue”, the student thinks they are different things.
  • One person keeps it up to date. With their name and the date at the top. They review it when the criteria change and every time a question arrives that the page does not answer.

These are sample answers from an imaginary school; yours come from your own page:

Sample answers (imaginary school)
QuestionWhat to sayWhat not to say
“When is my test?”“You are in the group ready for the test. We will know the next cycle’s places around Friday and we will message you that day.”A date the DGT has not assigned yet.
“What is my position?”“There is no DGT position. We put forward students who are ready in the order they became ready, and each cycle we tell you whether you are in.”A position number.
“Why did my friend go first?”“Each school gets its own share of places and orders its students its own way. Your friend may be with another school or may have been ready sooner.”Comparisons with other schools.
“Can I move to another school?”“Yes, with a file transfer at the DGT. If you already have a date, it has to be cancelled first (only for justified reasons) or the transfer requested after the test. We will send you the link.”That it cannot be done, or that it is instant.

Where an assistant fits

Once that page exists, a WhatsApp assistant can answer these four questions at any hour, always in the same words. If your school-management software allows it, it checks which step the student is at; if not, it takes the question for the office. It explains cancellation and file transfers as the DGT describes them, with the link, and hands anything that depends on a specific student’s file to a person. What it does not do is give a date or a position it does not have.

That is how we build the WhatsApp AI agent for driving schools, and you can try it with your own students’ messages in the driving-school demo. If almost everything at your school arrives by phone, read voice agent or WhatsApp assistant first.

Frequently asked questions

Questions about the driving test waiting list in Spain

Is there an official DGT waiting list for the practical driving test in Spain?
Not as a queue of students with positions. Under Spain’s driving licence regulation, each provincial traffic office shares out its test capacity among driving schools in cycles, and each school decides whom to put forward within its share. In its note of 16 June 2026, the DGT called it a “misnamed waiting list” (mal llamada lista de espera) and said the published figures are not students ready to sit the test, but students who have passed the theory test and have two years to take the practical.
Can a student find out their position?
Only inside your school, and only if you order students that way. There is no DGT position to look up. The honest answer is which step they are at (lessons, ready for the test or put forward) and when you will know the next cycle’s places.
What happens if a student cannot attend the test?
For reasons of force majeure, they can ask the DGT to cancel the booking (anulación de convocatoria), with documents that justify it. The student or a representative applies, at a traffic office with an appointment or through the electronic registry, and the school can also file it through the DGT’s electronic registry with the supporting document. It is free. If they miss the test without cancelling, it counts as a fail and uses up one of their two attempts.
Can a student switch driving school after passing the theory test?
Yes, with a file transfer (traslado de expediente) at the DGT, which keeps the attempts they have left and the medical report, and has its own DGT fee (fee 4.1). The file must not have expired or have a test date assigned and pending: if it has one, the booking has to be cancelled first, or the transfer requested after the test.
How long is a passed theory test valid?
Two years. According to the DGT, a passed test is kept for two years; if the licence is not obtained in that time, all the tests have to be taken again.
